href=\"https:\/\/www.federalregister.gov\/documents\/2025\/01\/23\/2025-01540\/notice-of-determination-pursuant-to-section-301-chinas-targeting-of-the-maritime-logistics-and\">\u300a\u8054\u90a6\u516c\u62a5\u300b\u516c\u544a<\/a>\uff08FRN\uff09\uff0c\u79f0\u4e2d\u56fd\u9488\u5bf9\u6d77\u8fd0\u3001\u7269\u6d41\u548c\u9020\u8239\u4e1a\u4e89\u593a\u4e3b\u5bfc\u5730\u4f4d\u7684\u884c\u4e3a\uff0c\u53ef\u6839\u636e301\u6761\u6b3e\u91c7\u53d6\u884c\u52a8\u3002<\/li>\n\n\n\n<li>\u7d27\u63a5\u7740\uff0cUSTR\u4e8e2025\u5e742\u670821\u65e5\u53d1\u5e03<a href=\"http:\/\/chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/\/ustr.gov\/sites\/default\/files\/files\/Issue_Areas\/Enforcement\/Ships%20Proposed%20Action%20FRN.pdf\">FRN<\/a>\uff0c\u63d0\u8bae\u91c7\u53d6\u67d0\u4e9b\u5e94\u5bf9\u63aa\u65bd\uff0c\u5305\u62ec\u5f81\u6536\u670d\u52a1\u8d39\u548c\u5bf9\u67d0\u4e9b\u6d77\u4e0a\u8fd0\u8f93\u670d\u52a1\u8fdb\u884c\u9650\u5236\u3002\u968f\u540e\u8fdb\u5165\u8bc4\u8bba\u671f\u548c\u4e3e\u884c\u516c\u5f00\u542c\u8bc1\u4f1a\uff0cUSTR\u6536\u5230\u4e86\u8fd1600\u6761\u516c\u4f17\u610f\u89c1\uff0c\u5e76\u54a8\u8be2\u4e86\u653f\u5e9c\u673a\u6784\u4e13\u5bb6\u548c\u7ecfUSTR\u6279\u51c6\u7684\u987e\u95ee\u3002<\/li>\n\n\n\n<li>2025\u5e744\u67089\u65e5\uff0c\u7f8e\u56fd\u603b\u7edf\u53d1\u5e03\u4e86<a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/04\/15\/2025-06465\/restoring-americas-maritime-dominance\">\u7b2c14269\u53f7\u884c\u653f\u547d\u4ee4<\/a>\uff0c\u8981\u6c42\u201c\u6062\u590d\u7f8e\u56fd\u7684\u6d77\u4e0a\u4e3b\u5bfc\u5730\u4f4d\u201d\uff0c\u5e76\u63d0\u51fa\u4e86\u5177\u4f53\u884c\u52a8\u5efa\u8bae\u3002<\/li>\n\n\n\n<li>2025\u5e744\u670823\u65e5\uff0c\u7f8e\u56fd\u8d38\u6613\u4ee3\u8868\u529e\u516c\u5ba4\uff08USTR\uff09\u53d1\u5e03<a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/04\/23\/2025-06927\/notice-of-action-and-proposed-action-in-section-301-investigation-of-chinas-targeting-the-maritime\">FRN<\/a>\uff0c\u5ba3\u5e03\u91c7\u53d6\u632f\u5174\u7f8e\u56fd\u9020\u8239\u4e1a\u7684\u9488\u5bf9\u6027\u63aa\u65bd\u3002<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>\u63aa\u65bd\u6458\u8981<\/strong><\/h2>\n\n\n\n<p>\u516c\u544a\u8868\u793a\uff0c\u6839\u636e\u5bf9\u516c\u4f17\u610f\u89c1\u548c\u542c\u8bc1\u4f1a\u8bc1\u8bcd\u7684\u5ba1\u67e5\uff0c\u5e76\u53c2\u8003\u4e86\u54a8\u8be2\u59d4\u5458\u4f1a\u548c\u76f8\u5173\u670d\u52a1\u76d1\u7ba1\u673a\u6784\u7684\u5efa\u8bae\uff0c\u8ba4\u4e3a\u5e94\u8be5\u91c7\u53d6\u9488\u5bf9\u6027\u63aa\u65bd\u2014\u2014\u5bf9\u8fdb\u5165\u7f8e\u56fd\u6e2f\u53e3\u7684\u6d77\u8fd0\u8239\u8236\u5f81\u6536\u65b0\u7684\u8d39\u7528\uff0c\u4ee5\u5e94\u5bf9\u4e2d\u56fd\u7684\u90e8\u5206\u53cd\u5236\u653f\u7b56\u3002\u603b\u4f53\u76ee\u6807\u662f\u5411\u4e2d\u56fd\u65bd\u538b\uff0c\u5e76\u63d0\u632f\u7f8e\u56fd\u6d77\u8fd0\u548c\u9020\u8239\u4e1a\u3002<\/p>\n\n\n\n<p>\u81ea2025\u5e7410\u670814\u65e5\u8d77\uff0c\u7b2c301\u6761\u6b3e\u6d77\u4e8b\u670d\u52a1\u8d39\u5c06\u9488\u5bf9\u4e0e\u4e2d\u56fd\u76f8\u5173\u7684\u4ee5\u4e0b\u7c7b\u522b\u8239\u8236\u6536\u8d39\uff1a<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u200b\u200b<strong>\u9644\u4ef6\u4e00\u9002\u7528\u4e8e\u4e2d\u56fd\u8fd0\u8425\u7684\u8239\u8236<\/strong>\uff1a2025\u5e74\u8d39\u7528\u4e3a\u6bcf\u51c0\u542850\u7f8e\u5143\uff0c\u52302028\u5e744\u670817\u65e5\u5c06\u589e\u81f3\u6bcf\u51c0\u5428140\u7f8e\u5143\u3002<\/li>\n\n\n\n<li><strong>\u9644\u4ef6\u4e8c\u9002\u7528\u4e8e\u6240\u6709\u4e2d\u56fd\u5efa\u9020\u7684\u8239\u8236<\/strong>\uff08\u65e0\u8bba\u8fd0\u8425\u5546\u662f\u8c01\uff09\uff1a2025\u5e74\u8d39\u7528\u4e3a\u6bcf\u51c0\u542818\u7f8e\u5143\u6216\u6bcf\u96c6\u88c5\u7bb1120\u7f8e\u5143\uff08\u4ee5\u8f83\u9ad8\u8005\u4e3a\u51c6\uff09\uff0c\u52302028\u5e74\u5c06\u589e\u81f3\u6bcf\u51c0\u542833\u7f8e\u5143\u6216\u6bcf\u96c6\u88c5\u7bb1250\u7f8e\u5143\u3002<\/li>\n\n\n\n<li><strong>\u9644\u4ef6\u4e09\u9002\u7528\u4e8e\u6240\u6709\u5916\u56fd\u5efa\u9020\u7684\u8f66\u8f86\u8fd0\u8f93\u8239<\/strong>\uff0c\u65e0\u8bba\u5176\u5efa\u9020\u56fd\u6216\u8239\u4e1c\/\u8fd0\u8425\u5546\u662f\u8c01\uff08\u9664\u975e\u8be5\u8239\u8236\u5728\u7f8e\u56fd\u5efa\u9020\uff09\uff1a\u65b0\u6536\u8d39\u6839\u636e\u8239\u8236\u7684\u6c7d\u8f66\u5f53\u91cf\u5355\u4f4d\uff08CEU\uff09\u5bb9\u91cf\u8ba1\u7b97\uff0c\u81ea2025\u5e7410\u670814\u65e5\u8d77\uff0c\u6bcf\u8258\u8fdb\u5165\u7f8e\u56fd\u6e2f\u53e3\u7684\u5916\u56fd\u5efa\u9020\u8239\u8236\u6bcfCEU\u5bb9\u91cf\u9700\u7f34\u7eb3150\u7f8e\u5143\u3002\u4e2d\u56fd\u8fd0\u8425\u3001\u4e2d\u56fd\u6240\u6709\u548c\u4e2d\u56fd\u5efa\u9020\u7684\u8f66\u8f86\u8fd0\u8f93\u8239\u4e0d\u5305\u542b\u5728\u5185\u3002\u8be5\u8d39\u7528\u4e0d\u4f1a\u9010\u5e74\u589e\u52a0\u3002<\/li>\n\n\n\n<li>\u6bcf\u8258\u8239\u8236\u6bcf\u5e74\u6700\u591a\u88ab\u6536\u8d39\u4e94\u6b21\uff0c\u6bcf\u4e00\u6b21\u7f8e\u56fd\u822a\u7ebf\u6536\u8d39\u4e00\u6b21\uff0c\u8fd9\u610f\u5473\u7740\u6536\u8d39\u53d6\u51b3\u4e8e\u5176\u670d\u52a1\u9891\u7387\u548c\u8239\u961f\u6784\u6210\u3002<\/li>\n<\/ul>\n\n\n\n<p>\u6839\u636e301\u6761\u6b3e\uff0c\u4efb\u4f55\u8fdb\u5165\u7f8e\u56fd\u6e2f\u53e3\u7684\u8239\u8236\u90fd\u5c06\u6839\u636e\u5176\u6240\u6709\u6743\u548c\u5efa\u9020\u60c5\u51b5\u7f34\u7eb3\u9644\u4ef6\u4e00\u3001\u9644\u4ef6\u4e8c\u6216\u9644\u4ef6\u4e09\u7684\u8d39\u7528\uff08\u6216\u65e0\u9700\u7f34\u7eb3\uff09\uff0c\u8fd9\u4e9b\u8d39\u7528\u4e0d\u53ef\u7d2f\u79ef\u3002\u6362\u53e5\u8bdd\u8bf4\uff0c\u7531\u4e2d\u56fd\u5b9e\u4f53\u8fd0\u8425\u7684\u8239\u8236\u5c06\u89e6\u53d1\u9644\u4ef6\u4e00\uff08\u5373\u4f7f\u8be5\u8239\u8236\u662f\u4e2d\u56fd\u5efa\u9020\u7684\uff09\uff0c\u800c\u5728\u4e2d\u56fd\u5efa\u9020\u7684\u975e\u4e2d\u56fd\u8fd0\u8425\u8239\u8236\u5c06\u89e6\u53d1\u9644\u4ef6\u4e8c\uff08\u9664\u975e\u9002\u7528\u8c41\u514d\uff09\uff1b\u6bcf\u822a\u6b21\u4ec5\u6536\u53d6\u4e00\u6b21\u8d39\u7528\uff0c\u8be5\u8d39\u7528\u4e8e\u8239\u8236\u9996\u6b21\u505c\u9760\u7f8e\u56fd\u6e2f\u53e3\u65f6\u6536\u53d6\uff08\u6db5\u76d6\u8be5\u822a\u7ebf\u6240\u6709\u540e\u7eed\u505c\u9760\uff09\uff1b\u8be5\u8d39\u7528\u6bcf\u8f6e\u6b21\u6700\u591a\u6536\u53d6\u4e00\u6b21\uff08\u5373\u4f7f\u505c\u9760\u4e00\u7cfb\u5217\u7f8e\u56fd\u6e2f\u53e3\uff09\uff0c\u4ee5\u907f\u514d\u5355\u4e2a\u822a\u6b21\u91cd\u590d\u6536\u8d39\u3002<\/p>\n\n\n\n<p>\u6db2\u5316\u5929\u7136\u6c14\u6cb9\u8f6e\u65e0\u9700\u7f34\u7eb3\u670d\u52a1\u8d39\uff0c\u4f46\u4e5f\u4f1a\u9762\u4e34\u4e00\u9879\u89c4\u5b9a\uff1a\u8981\u6c42\u7f8e\u56fd\u6db2\u5316\u5929\u7136\u6c14\u51fa\u53e3\u5fc5\u987b\u7531\u7f8e\u56fd\u5236\u9020\u7684\u6db2\u5316\u5929\u7136\u6c14\u6cb9\u8f6e\u8fd0\u8f93\u7684\u6bd4\u4f8b\u9010\u5e74\u63d0\u9ad8\u3002\u8be5\u9650\u5236\u5c06\u4e8e2028\u5e74\u751f\u6548\u3002<\/p>\n\n\n\n<p>\u4ee5\u4e0a\u8fd9\u4e9b\u8d39\u7528\u672c\u8eab\u5c06\u7531\u6d77\u8fd0\u627f\u8fd0\u5546\u627f\u62c5\u3002\u7136\u800c\uff0c\u627f\u8fd0\u5546\u5df2\u516c\u5f00\u8868\u793a\u6709\u610f\u5c06\u8fd9\u4e9b\u8d39\u7528\u8f6c\u5ac1\u7ed9\u8fdb\u53e3\u5546\u3002\u56e0\u6b64\uff0c\u8fd9\u4e9b\u8d39\u7528\u7684\u5b9e\u65bd\u5c06\u5bfc\u81f4\u8fdb\u53e3\u8d27\u7269\u7684\u603b\u5230\u5cb8\u6210\u672c\u4e0a\u5347\u3002\u8fdb\u53e3\u5546\u5c06\u9762\u4e34\u66f4\u9ad8\u7684\u6d77\u8fd0\u8d39\uff0c\u8fd9\u5c06\u5f15\u81f3\u6bcf\u5355\u4f4d\u8fdb\u53e3\u8d27\u7269\u7684\u6210\u672c\u4e0a\u5347\u3002<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>\u5176\u4ed6\u503c\u5f97\u5173\u6ce8\u7684\u6d77\u4e8b\u884c\u52a8<\/strong><\/h2>\n\n\n\n<p>\u5728\u540c\u4e00\u901a\u77e5\u4e2d\uff0cUSTR\u53d1\u5e03\u4e86\u4e00\u9879\u65b0\u7684\u62df\u8bae\u884c\u52a8\uff0c\u62df\u5bf9\u7531\u4e0e\u4e2d\u56fd\u76f8\u5173\u5b9e\u4f53\u5236\u9020\uff0c\u6216\u5305\u542b\u4e2d\u56fd\u539f\u4ea7\u96f6\u90e8\u4ef6\u7684\u5cb8\u8fb9\u8d77\u91cd\u673a\uff08\u65e0\u8bba\u54ea\u56fd\u751f\u4ea7\uff09\u5f81\u6536100%\u7684\u989d\u5916\u5173\u7a0e\uff0c\u5e76\u5bf9\u4e2d\u56fd\u539f\u4ea7\u7684\u96c6\u88c5\u7bb1\u3001\u5361\u8f66\u5e95\u76d8\u53ca\u5176\u5e95\u76d8\u96f6\u90e8\u4ef6\u5f81\u653620-100%\u7684\u989d\u5916\u5173\u7a0e\u3002\u8fd9\u4e9b\u5173\u7a0e\u7684\u6700\u7ec8\u62df\u5b9a\u548c\u5b9e\u65bd\u65f6\u95f4\u8868\u5c1a\u672a\u786e\u5b9a\uff0cUSTR\u5df2\u7ecf\u5c31\u8be5\u63d0\u6848\u5f81\u6c42\u516c\u4f17\u610f\u89c1\u3002<\/p>\n\n\n\n<p>\u4f01\u4e1a\u8fd8\u5e94\u5173\u6ce8\u7279\u6717\u666e\u603b\u7edf\u4e8e4\u67089\u65e5\u53d1\u5e03\u7684\u5173\u4e8e\u201c\u6062\u590d\u7f8e\u56fd\u6d77\u4e0a\u4e3b\u5bfc\u5730\u4f4d\u201d\u7684<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/restoring-americas-maritime-dominance\/\">\u884c\u653f\u547d\u4ee4<\/a>\uff0c\u8be5\u547d\u4ee4\u5236\u5b9a\u4e86\u6d77\u4e8b\u884c\u52a8\u8ba1\u5212\uff0c\u5e76\u8ba4\u53ef\u4e86USTR\u63d0\u51fa\u7684\u8239\u8236\u9650\u5236\u63aa\u65bd\uff0c\u8fd8\u63d0\u51fa\u4e86\u4e00\u4e9b\u53ef\u80fd\u5f71\u54cd\u5916\u56fd\u822a\u8fd0\u7684\u989d\u5916\u63aa\u65bd\u3002\u8be5\u884c\u653f\u547d\u4ee4\u6307\u793a\u56fd\u571f\u5b89\u5168\u90e8\uff08DHS\uff09\u201c\u5728\u6cd5\u5f8b\u5141\u8bb8\u7684\u8303\u56f4\u5185\u91c7\u53d6\u4e00\u5207\u5fc5\u8981\u63aa\u65bd\uff0c\u5305\u62ec\u63d0\u51fa\u65b0\u7684\u7acb\u6cd5\u201d\uff0c\u4ee5\uff1a<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201c\u8981\u6c42\u6240\u6709\u901a\u8fc7\u8239\u8236\u62b5\u8fbe\u7684\u5916\u56fd\u539f\u4ea7\u8d27\u7269\uff0c\u5728\u7f8e\u56fd\u5165\u5883\u53e3\u5cb8\u529e\u7406\u6d77\u5173\u548c\u8fb9\u5883\u4fdd\u62a4\u5c40\uff08CBP\uff09\u7684\u5165\u5883\u624b\u7eed\uff0c\u4ee5\u786e\u4fdd\u5b89\u5168\u5e76\u5f81\u6536\u6240\u6709\u9002\u7528\u7684\u5173\u7a0e\u3001\u7a0e\u8d39\u3001\u8d39\u7528\u3001\u5229\u606f\u548c\u5176\u4ed6\u8d39\u7528\uff1b\u201d<\/li>\n\n\n\n<li>\u201c\u786e\u4fdd\u4efb\u4f55\u9996\u5148\u901a\u8fc7\u8239\u8236\u62b5\u8fbe\u5317\u7f8e\u3001\u5728\u9646\u8fd0\u8fc7\u5883\u56fd\uff08\u52a0\u62ff\u5927\u6216\u58a8\u897f\u54e5\uff09\u6e05\u5173\u7684\u5916\u56fd\u539f\u4ea7\u8d27\u7269\uff0c\u5747\u987b\u7f34\u7eb3\u9002\u7528\u7684\u5173\u7a0e\u3001\u7a0e\u8d39\u3001\u8d39\u7528\uff08\u5305\u62ec\u6e2f\u53e3\u7ef4\u62a4\u8d39\uff09\u3001\u5229\u606f\u548c\u5176\u4ed6\u8d39\u7528\uff0c\u4ee5\u53ca\u989d\u591610%\u7684CBP\u670d\u52a1\u8d39\u3002\u6536\u53d6\u8be5\u8d39\u7528\u7684\u524d\u63d0\u662f\u8fd0\u5f80\u7f8e\u56fd\u7684\u8d27\u7269\u4e0e\u62b5\u8fbe\u9646\u8def\u8fc7\u5883\u56fd\u65f6\u7684\u72b6\u6001\u6ca1\u6709\u53d1\u751f\u91cd\u5927\u53d8\u5316\uff08CBP\u6709\u6743\u81ea\u884c\u88c1\u5b9a\u662f\u5426\u5f81\u6536\u6b64\u7c7b\u8d39\u7528\uff09\u3002\u201d<\/li>\n<\/ul>\n\n\n\n<p>\u9646\u5730\u8fb9\u5883\u6536\u8d39\u63d0\u6848\u5f88\u53ef\u80fd\u662f\u57fa\u4e8e\u62c5\u5fe7\u8239\u8236\u8fd0\u8425\u5546\u4f1a\u8bd5\u56fe\u901a\u8fc7\u5728\u52a0\u62ff\u5927\u548c\u58a8\u897f\u54e5\u5378\u8d27\uff0c\u6765\u89c4\u907f\u7f8e\u56fd\u65b0\u7684\u8239\u8236\u6536\u8d39\u3002<\/p>\n\n\n\n<p>\u7ee7\u7279\u6717\u666e\u603b\u7edf4\u67089\u65e5\u53d1\u5e03\u884c\u653f\u4ee4\u548cUSTR\u6700\u7ec8\u7684301\u6761\u6b3e\u901a\u77e5\u540e\uff0c\u56fd\u4f1a\u518d\u6b21\u63d0\u51fa\u4e00\u9879\u6cd5\u6848\uff0c\u8be5\u6cd5\u6848\u5c06\u4f7f\u7279\u6717\u666e\u603b\u7edf\u63d0\u51fa\u7684\u7c7b\u4f3c\u63aa\u65bd\u6210\u4e3a\u6c38\u4e45\u6027\u63aa\u65bd\uff0c\u5e76\u5b9e\u65bd\u9700\u8981\u5236\u5b9a\u65b0\u6cd5\u5f8b\u7684\u63aa\u65bd\u3002\u8fd9\u9879\u540d\u4e3a<a href=\"http:\/\/chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/\/www.kelly.senate.gov\/wp-content\/uploads\/2025\/04\/BOM25374_4.30.25.pdf\">\u300a2025\u5e74\u7f8e\u56fd\u8239\u8236\u6cd5\u6848\u300b\uff08SHIPS for America Act of 2025\uff09<\/a>\u7684\u4e24\u515a\u6cd5\u6848\u4e8e2025\u5e744\u670830\u65e5\u63d0\u51fa\u3002\u8be5\u6cd5\u6848\u7eb3\u5165\u4e86USTR\u7684301\u6761\u6b3e\u8d39\u200b\u200b\u7528\u3002<\/p>\n\n\n\n<h2 class=\"wp-block-heading
